Error status 0xc0000020 Windows 10

I installed windows 10 on my computer about a month ago. Ever since the install things seem to run very slow. But then starting a couple days ago I lost connection to my router and any fix I try to do results in error status 0xc0000020. I cannot restore or recover anything without getting the same error status.

Please help!

I can confirm that I am using Windows 10 version 1709 and the error continues to persist.
